I have 3 payments in PP for the Cloud Service right now, 1 that I know went through, as I have the receipt confirming it. I try to Log-In through the Cloud Page, and it still tells me my membership is awaiting payment. Can you tell me what is going on... I have 3 charges that went through on PayPal, so right now I have already paid $50 more than advertised.

Dear Macrose, We apologize greatly for the technical difficulty you seem to be experiencing. Sometimes, when web servers are too busy, and a payment fails, PayPal stays re-trying the payment notification for up to four days. Therefore, may times, it may seem as if your account simply starts working "magically", after a payment failure. Therefore, please try logging in again. Thank you. I am able to get in now. Now, how would I go about getting refunded for the 3 additional payments I made through PayPal?

Simply contact PayPal.com and request your double-charge refund/s from their end. They handle all billing issues.
